Bid Validity 90 days irrevocable from envelope opening
Initial Guarantee 2% via certified cheque or valid letter of guarantee
Required Documents Last 3 years financial statements + labor certificate

📅 Timeline & Procedural Schedule

Bid Validity 90 days from envelope opening date
Final Guarantee Submission Within 10 working days of award notification
Contract Signing Within 5 working days of guarantee submission
Labor Deployment Within max 25 working days from contract signing
Replacement on Absence Within 25 working days if absence exceeds 10 days

⚖️ Award & Contracting Criteria

Evaluation Basis Technical specs + documents + interviews
Price Preference Lowest compliant bid (Article 55 Tenders Law)
Small Enterprises Priority with up to 20% margin over lowest bid
Contract Duration 3 calendar years starting from work commencement
Payment Terms Equal monthly installments at the end of each month

⚙️ Labor Technical Specifications

(1) Network Consultant:
  • 20+ years of experience in network support and management (Cisco & Fortinet).
  • Mandatory certification: Valid CCIE.
(2) IT Support Specialists:
  • Bachelor degree in Computer Science (or Diploma with 14 years experience).
  • Preferred certifications: (MCSE, ITIL, CCNA, CompTIA).

⚠️ Work-for-Pay Rule (Delay Deductions)

Daily Delay Duration Applicable Deduction Percentage
From (106 to 211 minutes) Deduction of 1/4 day salary
From (211 to 316 minutes) Deduction of 1/2 day salary
From (316 to 421 minutes) Deduction of 3/4 day salary
From (421 to 526 minutes and above) Deduction of a full day salary (and sequentially)
